The answer to the question in the title of this paper seems simple. The DRAE defines terrorism, in its second meaning (the most commonly used), as: “A succession of acts of violence carried out to instill terror.” Another more general perspective describes it as the systematic use of terror. However, essential questions arise: Does the objective of terrorist violence matter? If so, it should be incorporated into the definition. Does it matter who the perpetrators of the violence are? This should also be included. And, most importantly: can all violence be considered terrorist? What is terror, really, given that it seems to be the central criterion of the lexicographic definition? This paper analyses what terrorism is from a philosophical perspective, for the reasons that will be argued throughout the text. In particular, the analysis is carried out from the system of philosophical materialism.
